DB-U or DB-L: which Victorian registration fits your work?

Compare Victorian DB-U and DB-L registration based on whether you plan to contract the whole domestic project or one defined type of work.

Do you want to contract for the whole renovation or keep your business focused on carpentry, framing, waterproofing or another defined part of the job? That distinction is more useful than choosing between DB-U and DB-L by title alone.

DB-U covers broad responsibility for domestic building work. DB-L covers a named type of domestic work. If you are a carpenter, foreman or trade contractor stepping up in Victoria, start with the projects you plan to contract after registration.

What does DB-U cover?

Domestic Builder Unlimited, DB-U, is the broad domestic builder registration. BPC describes the role as carrying out, managing or arranging all components of domestic building work.

DB-U is the route to investigate if you want to take builder-level responsibility for work such as full renovations, extensions or new homes, rather than contracting only for one defined trade or component.

BPC can also register DB-U with conditions that restrict the scope. This means a DB-U application does not always produce the same practical work authority for every person. The condition and building types shown on the registration matter.

What does DB-L cover?

Domestic Builder Limited, DB-L, is registration for a specified type of domestic building work. BPC lists separate limited classes for work such as carpentry, framing, waterproofing, glazing, swimming pools, footings and slabs, and other defined scopes.

DB-L is not simply a lesser builder title or a generic trade licence. The named class controls the work, qualification, experience, technical referee and assessment requirements.

If you want to quote and take responsibility only for a defined part of domestic work, a matching DB-L class may be the more direct route.

Which situation sounds most like you?

”I am a carpenter and want to contract for carpentry work”

A relevant DB-L class may be the place to investigate because the desired work is defined. Your experience still needs to match the current BPC requirements for that class.

”I have moved from carpentry into running full renovations”

DB-U may be relevant if your project history shows responsibility beyond carpentry. BPC will need more than the title “site supervisor”. The evidence should explain how you managed building stages, coordinated trades, dealt with plans and compliance and made decisions across the domestic project.

”I only want to quote waterproofing work”

A defined DB-L class may fit the intended work more closely than broad domestic registration. Check the exact current class and evidence requirements before preparing the application.

”My experience is broad, but it does not cover every type of domestic project”

A conditioned DB-U application may be relevant in some situations. BPC decides whether the class, conditions and evidence meet its requirements. Do not choose a condition by assumption or treat it as guaranteed.

The evidence changes with the class

For either registration class, BPC needs to understand what you personally did.

Useful project evidence can show:

  • the type and scale of the domestic work
  • the stages you managed or completed
  • the trades and sequencing you coordinated
  • the technical and compliance decisions you handled
  • when the project occurred
  • the Domestic Builder registered in the same class or a higher class who directly supervised and can verify your role

DB-U evidence generally needs to show broader builder-level responsibility. DB-L evidence should stay focused on the defined work in the limited class. A long résumé that mixes unrelated projects can make the useful experience harder to see.

Check the qualification after choosing the likely class

The chosen class determines which qualification or knowledge requirements matter. If you have strong experience but a qualification gap remains, an RTO may assess whether recognition of prior learning, RPL, or further training is appropriate.

RPL does not decide the registration. The RTO decides the qualification outcome. BPC separately assesses the class, experience, referees and the rest of the registration application.

Do not choose the class from one project or job title

One large job does not automatically prove broad DB-U responsibility. Ten years as a carpenter does not automatically limit you to DB-L either.

Look across the work you have actually done:

  1. What domestic projects did you work on?
  2. Which parts were you responsible for?
  3. Did you manage only your trade or coordinate the wider build?
  4. Who directly supervised and can verify that responsibility?
  5. What work do you want to contract or manage after registration?
