1. The registration class
BPC registers building practitioners by category and class. Domestic Builder and Commercial Builder pathways are not interchangeable, and limited classes do not have the same scope as an unlimited class.
For domestic builders, BPC guidance also allows Domestic Builder (Unlimited) applications with conditions that restrict the scope of works. That can be useful when the applicant’s experience supports a narrower scope than full DB-U.
2. Qualifications and experience
BPC says it reviews qualifications and experience to determine whether the applicant has the knowledge and skills to carry out the work in the class being applied for. It can consider other qualifications if they help demonstrate knowledge and skills.
Experience should be:
- supervised by a registered building practitioner
- gained in an official paid capacity
- across technical, supervision and contractual aspects of the work
- for at least the minimum required years
- gained in the last seven years
BPC also says owner-builder experience and experience gained as part of a training course may be disregarded because they do not carry the same level of responsibility.
3. Technical references
For domestic builder applications, BPC technical referee material is used to assess competency and may be verified. A referee should be able to speak to the work actually performed, the class being claimed and the applicant’s responsibility on the project.
This is why reference selection matters. A general character reference is not the same as technical evidence.
4. Fit and proper person checks
BPC must be satisfied that an applicant is fit and proper to become registered. Its guidance refers to declarations, criminal history checks and external-administration declarations where relevant.
The application should treat these as part of the evidence position, not as afterthoughts.
5. Exam, interview or further information
After initial checks, BPC reviews the application in depth. Depending on the class, the applicant may need to complete an exam or interview, and BPC may ask for more information about qualifications or experience.
